Utah requires the permit training to be conducted in person. The Utah minimum curriculum includes safe loading, unloading, storage, carrying, lawful self-defense, use of force, deadly force, transportation, and concealment. Utah BCI recommends approximately four hours of course-related instruction, not including additional services such as photographs, fingerprints, or application preparation.

What to Bring to Class

1. Government-Issued Photo Identification

Bring a current government-issued photo ID, such as:

  • Driver’s license.
  • State-issued identification card.
  • Other acceptable government-issued photo identification.

The name used on your Utah application should match the name shown on your identification.

2. Your Current Virginia Concealed Handgun Permit

Virginia residents should bring their current Virginia Concealed Handgun Permit.

Nonresident applicants who live in a state that recognizes the Utah permit or has reciprocity with Utah must generally possess and submit a copy of their home-state concealed firearm or concealed weapon permit. The expiration date must be visible on the copy.

3. Copies of Your Identification and Permit

Bring a clear photocopy of:

  • The front of your driver’s license or state-issued ID.
  • Your current Virginia Concealed Handgun Permit, when applicable.

Optional Done-for-You Application Packet Preparation Service

Students may choose to have Commonwealth Training & Preparedness Group prepare, organize, and review their Utah permit application packet for an additional fee.

This service is designed for students who do not want to worry about figuring out the application process on their own.

Depending on the application package selected, our packet preparation service may include:

  • Reviewing the Utah application for missing information.
  • Helping the student complete the required application fields.
  • Providing the required Utah application forms.
  • Organizing the documents in the correct order.
  • Providing an application checklist.
  • Making copies of the student’s identification.
  • Making copies of the student’s Virginia Concealed Handgun Permit.
  • Providing the required FD-258 fingerprint card.
  • Coordinating or providing fingerprinting services, when offered.
  • Coordinating or providing a passport-style photograph, when offered.
  • Verifying that the instructor section is properly completed, signed, dated, and stamped.
  • Preparing the mailing envelope.
  • Addressing the envelope to the Utah Bureau of Criminal Identification.
  • Providing instructions for paying the Utah application fee.
  • Reviewing the finished packet with the student before submission.

What the Student Is Still Responsible For

Even when purchasing the packet preparation service, the student remains responsible for:

  • Providing truthful and complete information.
  • Reviewing the completed application.
  • Signing the application where required.
  • Providing valid identification.
  • Providing a valid home-state permit when required.
  • Providing any required court, citizenship, or immigration documents.
  • Paying the Utah state application fee.
  • Mailing or personally submitting the application packet.
  • Responding to any request for additional information from Utah BCI.

The application preparation fee is separate from the Utah government application fee unless the registration page specifically states otherwise.
